PPF

Also called Portail Public de Facturation, annuaire

The Portail Public de Facturation is the French state infrastructure at the centre of the reform. Its role is the directory that says which accredited platform a given business receives invoices through, and the centralisation of tax data. It is not a free platform you can invoice through.

What changed in 2024, and why it matters to you

The original design had the PPF as a free public exchange platform, so a small business could comply without paying anyone. That role was dropped in 2024.

What remains is the annuaire, the central directory used to route an invoice to the recipient's platform, plus the concentration of tax data for the administration.

The practical consequence is the reason to know this: there is no free state route any more. Every business needs a commercial accredited platform.

Why it matters

  • Plans made before 2024 that assumed a free public route need revisiting, and a lot of internal planning documents still assume it.
  • The directory is how a sender discovers where to deliver, so being registered correctly is what makes you reachable.
